What are limited submissions?
When an external funding agency limits the number of submissions that an institution may submit for letters of intent, white papers, pre-proposals, or full proposals.
If an institutional limitation is set, MSU must make necessary steps to ensure the university does not exceed the limit set by the funder for each funding opportunity.
Application Process
Internal competitions are used to fairly select the strongest proposal from all potential applicants at MSU. Only pre-proposals submitted via InfoReady will be prioritized and considered for review.
Limited submission opportunities identified by ORED are circulated to the Associate Deans for Research, with details about the pre-proposal application and screening process, however, it is the responsibility of the MSU employee (faculty, researcher, center director, etc.) to notify ORD if they identify a proposal announcement that has a limit on the number of proposals that can be submitted. In this case, at the time of notification, ORD will undertake a series of assessments to determine whether to disseminate the opportunity via the standard channels to the broad university community (examples of measures include time until the deadline, proposal complexity, history of applications, etc) or will administer an ORED approval number for that individual to move forward with a full application.
Applications are completed within the InfoReady system.
Only applications that meet all eligibility requirements and are completed as requested are passed on to internal reviewers.
Applications are reviewed based on the program's guidelines and criteria identified specific to the solicitation. If necessary, completed reviews are presented to the AVP for Research who can then make the final decision as to which application(s) will move forward.
All investigators will be notified of the outcome of their submission.
The applicant(s) selected to move forward with a full proposal will receive and ORED approval number. This number must be provided to the Office of Sponsored Projects on the internal approval sheet (IAS).
The full proposal will route through the Office of Sponsored Projects to comply with all internal and regulatory processes for final submission.
